Do you think countries today disguise imperialistic intentions with philanthropy, and how can we tell the difference?

I believe that some countries do use this with corrupt intentions in mind, it's not always easy to tell a difference between them. I believe if we had some way to hold these countries accountable or set aside programs to help regulate these to ensure no ulterior motives were in place.

I say they do because it seems as if everyone has problems with each other.
