Why do you think someone might choose the insecurity of the streets over the security of a shelter, and what does that decision reveal about shelter systems?

There is a lot of danger in homeless shelters, including addicts, abusers, potentially dangerous convicts who cannot get a home. This goes to show how little funding and protection goes into homeless shelters, making the poverty and homelessness problems worse.
